I am directed by His Majesty's Secretary of State for Foreign Affairs to enclose copies of a question and answer in Parliament relating to enemy subjects in the British Concession at Canton, and, with reference to the supplementary question put by Colonel Yate M.P., I am to enquire whether Mr. Secretary Long has any information which he can convey to Mr.Balfour to show the state of feeling in Hong Kong in the matter.
